E-mail: ahrc@acc.aiti.admu.edu.ph/ manila@unicef.org The Philippine Senate, through Resolution No. 109 dated July 20, 1990 ratified the Convention on the Rights of the Child (CRC) paving the way for the Convention’s implementation at the domestic level. This afforded children the set of protective rights related to the juvenile justice system under Articles 37, 39, and 40. The Philippine Government submitted its compliance commentaries on these provisions in its Initial Report to the Committee on the Rights of the Child in 1993. In response, the CRC committee submitted the following principal concerns: †¢ need for national legislation to conform with the convention †¢ need for efficient mechanisms to monitor the situation of these children in conflict with the law †¢ need for compatibility of the present juvenile justice system to the principles and provisions of the convention and other international standards The development of a situational analysis on children in conflict with the law and the juvenile justice system is deemed necessary to guide policy-makers in implementing effective programs and procedures to protect the rights of the child. Purpose of the Research Last May 7, 1997, a consultative meeting was conducted, with representatives from the five pillars of criminal justice: law enforcement, prosecution, courts, correction and the community. The main purpose was to gather more data and to validate initial observations  and analysis on the status of juvenile justice administration in the Philippines. The objectives of the research were therefore constituted as follows: †¢ To analyze data and existing studies on children in conflict with the law; †¢ To assess the current situation of the administration of juvenile justice in light of the principles and relevant provisions of the Convention on the Rights of the Child (e.g. Articles 37, 39 and 40); and †¢ To recommend practical and achievable steps toward reforming the juvenile justice system. Methodology The research team reviewed the data covering 1993 to 1997 on various aspects of the juvenile justice process. This was derived from existing studies, surveys or reports prepared by a number of groups concerned with children in conflict with the law. These materials were supplemented by actual interviews and responses to questionnaires sent to selected institutional respondents. A series of dialogues with judges of designated courts for children’s cases were also conducted from April to June 1997. Findings The data reveals that while there are Philippine laws, rules and regulations applicable to children in conflict with the law, prosecution and trial procedures in general do not make distinctions between adult and youthful offenders facing charges before the courts. As regards the profile of the Filipino child in conflict with the law, findings show that the youthful offender is: usually male; between the ages of fourteen (14) to seventeen (17) years; an elementary graduate; a middle child from a low-income family with four (4) to six (6) members; charged with property related crimes (robbery and theft); and, exposed to drugs or gang influence. The experience of a number of youthful offenders with the various stages of the juvenile justice process reveals occasional neglect and insensitivity by duty holders. Analysis The following is a brief analysis of the three sub-sections pertaining to the legal framework and processes, institutional framework, and the narrative and statistical report. It will underscore the strengths as well the gaps of the Philippine juvenile justice system as these affect the rights of children in conflict with the law. The discussion of the Philippine legal framework and processes tend to confirm the state of legislative reform in this country, particularly in regard to juvenile justice, as observed by the Committee on the Rights of the Child. It further affirms that while there are laws protecting the rights of children in conflict with the law, Philippine legislators have yet to seriously consider reviewing existing laws. In terms of priority, existing jurisdiction of designated courts over juvenile and domestic relations cases, including cases of youthful offenders, needs to be enhanced by passing legislation on the creation of child and family courts. In line with this reorganization, procedural rules applicable to these courts will be necessary. Therefore, findings of this report on the conduct of court proceedings involving children clearly support: †¢ a move towards restructuring the jurisdiction of some lower courts ; †¢ a set of procedural rules in the handling of children’s cases; and a set of clear-cut criteria for appointment of judges to a specialized child and family court. Various surveys and studies reveal an interesting finding on the average age of youthful offenders to be mostly male and between fourteen (14) andmseventeen (17) years of age. Indeed, this is rather significant in light of the observation of the Committee on the Rights of the Child that Philippine substantive law on the age of penal responsibility is quite low (below nine (9) years). Socio-cultural factors, however, must be closely considered when reviewing the present standard contained in our penal laws and the Child and Youth Welfare Code. Other substantive rights, such as, the constitutional guarantees of an accused are adequately covered by existing laws. The application and practice of these rights in favor of children facing the justice system do not seem to be monitored effectively by the key institutions of the juvenile justice system. An example is the lack of quantitative and qualitative data from the enforcement and judicial sectors concerning compliance with the constitutional and CRC standards on the rights of the youthful offenders at the apprehension, investigation, and trial stages. Selected incidents of violations of the rights of some children arrested, investigated and tried before the courts, as narrated in this report, tend to suggest that there may be more of these incidents in practice occurring at various stages of the juvenile justice process. Non-observance of the CRC standards may be attributed to inadequate training and lack of sensitivity of some law enforcement personnel, prosecutors and even judges in handling of cases of children in conflict with the law. Given the limits of the existing procedural system dealing with youthful offenders, police, prosecutors and judges have sufficient discretion occasionally to ensure that the procedural laws aim at diversion measures rather than passively allow an investigation or judicial process to proceed. It has been emphasized in the said report that every measure be taken to avoid placing the child within the often stressful environment of litigation. Sometimes, this is even aggravated by the protracted delays in the disposition of cases contrary to conventional standards of speedy justice. A more disturbing reality is the unfortunate condition faced by most detained and sentenced youthful offenders in public jails and similar institutions.  Despite clearly stated guidelines, laws and policies regarding the treatment of detained and sentenced juveniles, there exists a startling disregard for a most basic standard. Such is the segregation of children from adult offenders inside detention centers or jails. This continues to stand out as a sore thumb in our review of existing practices on this issue. The objectives of the juvenile justice system could easily be eroded by this situation of youth offenders in detention or those serving sentence. Neither do most physical facilities and development opportunities for detained or sentenced children adequately meet the standards set by the CRC and related U.N. guidelines. The budget allocated by the government for food and other basic necessities hardly promotes the standard to meet all the requirements of health and human dignity. Rehabilitation programs through (non-institutional) community-based services are being resorted to more often by DSWD. This is a move towards the right direction. However, support services are needed in the form of financial assistance, education, and employment for the returning youthful offender. Conclusions One of the remarkable contributions of the CRC to the issue of juvenile justice is the emphasis made on the impact of societal conditions on the growth and development of a child. Several factors contribute to a child’s transformation either into an accomplished member of society or one who finds himself or herself in conflict with the law. Within the context of duties and responsibilities, it may be argued that those with the primary right and duty in the rearing of a child deserve the unqualified support of the State authorities and institutions through the creation of an environment conducive to the wholesome development of a child. This research has confirmed that the situation of children in conflict with the law was better understood when viewed not only within the limited context of the commission of the crime itself. Instead, it focused more directly on the failure of some duty-holders to provide for an environment  that can promote the fullest potential of a child. A convergence of circumstances more often places the child in a situation leading to the commission of a crime. A dysfunctional family relationship, poverty or peer influence create conditions which may push the youth towards conflict with the law. In the Philippine juvenile justice system, the child generally enjoys guarantees distinguishable from adults. However, the judicial process itself, consisting of the criminal procedure and the rules of admissibility of evidence, does not provide an exclusive mode of conducing trial. The juveniles, as accused before courts of general jurisdiction, are designated to a juvenile and domestic relations court. There is a general impression that the revival of exclusive child and family courts may be contribute towards effective management of cases of youthful offenders. The experience of some Filipino youthful offenders with the justice system has been characterized occasionally with neglect and insensitivity by a number of judges, prosecutors and private lawyers, notwithstanding the well-entrenched judicial guarantees. This is not to overlook, however, the recent efforts of inter-agency task forces aimed at raising awareness of the legal profession on the conditions of children in conflict with the law. Society’s attitude towards returning youthful offenders or those in community-based rehabilitation programs is crucial in successfully reintegrating these children. The present report underscores the vulnerability of those youthful offenders staying in â€Å"closed† institutions and prisons. Recommendations After careful analysis and investigation of the situation of children in conflict with the law and realizing the many gaps of the Philippine juvenile justice system, the following recommendations were drawn: †¢ Law enforcement officers, prosecutors, judges, court social welfare officers, public attorneys and legal aid groups should be given orientation seminars  on international human rights instruments and child-related laws with emphasis on juvenile justice †¢ Government agencies and institutions engaged in defending youthful offenders should coordinate their efforts in providing protection to these children by establishing a common monitoring system covering the various stages of the juvenile justice system process. †¢ Specialized juvenile and domestic relations courts should be created. †¢ Support programs for streetchildren and other similarly vulnerable children should be increased as preventive measures. †¢ More facilities exclusively for children who are detained and sentenced should be constructed to prevent mingling with adult offenders. †¢ Community awareness of and involvement in non-institutional rehabilitation programs and services should be enhanced. †¢ Non-governmental organizations engaged in multi-disciplinary outreach programs with children in conflict with the law should form a network to maximize extension of assistance of these children. †¢ A comprehensive review of existing laws and procedures on juvenile justice in light of the CRC and other international standard-setting instruments affecting children in conflict with the law should be undertaken for purposes of law reform.

The considerations would have to be how far do you want to take your legal action and how is it going to affect future business with the company. A consideration would be if arbitration is an option. It would be so much better and faster if the business would solv e their issues this way.What factors could work against CadMex’s decision to grant sublicensing agreements? If they grant sublicensing agreements to other companies, they will be losing money. But on the other hand they can put in a clause where they will collect a certain percentage of royalties for a long period of time and that can help balance the loss they are taking by sublicensing. But by doing so, it also makes them look more ethical with higher moral values. When the local customs and laws conflict with the customs and laws of an organization operating abroad, which should prevail?The customs where the business is being conducted, it makes more sense to do it this way due to the fact that the country where the business is being done has employees and the employees go by the laws of their own country. Much of his performance, while good, seemed to be a bit stalled in places. The character played by J. The interactions between these two characters seemed to have some pacing difficulties which created a problem for me. I thoroughly enjoyed the character of the producer, Julia, played by Ilasiea Gray. While imperfect the part seemed to reflect the imperfections of the character so that those moments that might not have been as believable pass for character flaws. The interpretation of the role made it seem natural to the theater, even in its naivetà ©, a position in which she ‘interprets’ theatrical phrases to members of the play as if they would not understand them. In some ways, it was easier to relate to her as she was somewhat on the outside of the theater looking in when she related to the other characters, which placed her in a similar position as the audience.As some of the humor was above the education of the audience, so too was the situation above her experience, thus making her more easily relatable. She was a space between the audience and the action of the other characters which eased the tension that can exist between ’theater people’ and those who only atte nd or help from the outside. Apparently in the Italian culture, their form of waving is the same as telling someone to come while waving in the sense that they move their fingers up and down while waving. In the American culture this is same as calling someone. So when Mr. Alberto waved at Mrs. Morgan he was greeting her but not calling her. But this was misinterpreted by Mrs. Morgan who followed him to the office. Not knowing why she was called, Mrs. Morgan immediately went and started collecting some papers which were scattered in the office. She apparently judged that the only reason why Mr. Ablerto would have called her was that his office had not been cleaned and perhaps wanted her to keep it in order. So she apparently set out collecting the paper that had been scattered on the floor. She decided to ask about the status of the documents that were to be signed. According to the answer that she was given by Mr. Ablerto she interpreted it for yes though Mr. Alberto meant no in his Italian language. Apparently he appeared very busy and did not pay attention to the details of the conversation. Mrs. Morgan left the office satisfied that the documents had been signed and she relaxed in her office waiting to collect and deliver the orders. These two issues as presented in the conversation are actually some of the cultural issues that acted as a barrier to communication. First Mrs. Morgan didn't understand that Mr. Alberto was waving at her to greet her and was not calling her. This was a misinterpretation of the meaning of the non verbal expression. Paraphrasing Marylyn sanders Mobley – the characterization of the protagonist, Jadine, draws attention to a fundamental problem as one that Morrison wants to affirm the self-reliance and freedom of a black woman who makes choices for her own life on her own terms. She also seeks to point out the dangers that can happen to the totally self-reliant if there is no historical connection. While the conflict in Tar Baby is undoubtedly â€Å"between assimilation and cultural nationalism represented by the sealskin coat Ryk has given her and the pie table† (Rayson, 94), the limiting categories which Jadine is continually forced into do not come from the white characters but primarily from the black community in which she finds herself because she (Jadine) has embraced white stereotypes along with white culture. While Valerian is portrayed as the traditional master-figure in the novel, it is actually Son, Sydney and Ondine, and the folk past represented by the different women in different places that try to conquer and dominate Jadine, who retain and represent their culture in the very colour of their skin. On the other hand, one could argue that it is as a result of Jadine’s university education in Europe and her career that further draws her away from her culture and identity and therefore (paraphrasing Mobley in Toni Morrison critical perspectives past and present) contributes significantly to the emotional and spiritual uncertainty that plague her as well as the many different roles that are imposed upon her by her aunt and uncle as well as the ‘society’ that caused her to seek upward social mobility. Sydney and Ondine, Jadine’s uncle and aunt in the novel can be seen as representative of one of the tar pits for Jadine. They do not accept all black people equal in the community in which they live because they employ racial hierarchies. Ondine sees herself as the only woman in the house (209), while Sydney notes more than twice that he is a Philadelphia Negro, â€Å"the proudest people in the race† (61). They seem to have a clear vision of what they want for Jadine their niece. As the story progresses, though, it becomes clearer that it is not actually a question of what they want for Jadine but what they want of her or expect her to do. In addition to them wanting Jadine to provide them safety and credit for their race, Ondine admits by the end of the novel, â€Å"maybe I just wanted her to feel sorry for us [ ] and that’s a lowdown wish if I ever had one† (282). Jadine understands that Sydney and Ondine â€Å"had gotten Valerian to pay her tuition while they sent her the rest† (49) and Ondine keeps reminding that she â€Å"would have stood on her feet all day all night to put Jadine through that school† (193). Ondine sees Jadine as her â€Å"crown† (282), and she and Sydney are continually â€Å"boasting† (49) about Jadine’s success to the point that Margaret calls Ondine â€Å"Mother Superior† (84). In return, they seem to want Jadine to offer them safety for the rest of their lives as Ondine claims that â€Å"Nothing can happen to us as long as she’s here† (102). They are not comfortable with the idea of Jadine marrying Ryk, who is â€Å"white but European which was not as bad as white and American† (48), but they are terrified of her running off with a â€Å"no-count Negro† (193) like Son. Although their views on racial hierarchies seem to alter from time to time, on the outside they seem to want what is best for Jadine. Jadine refute Ondine’s views of black womanhood when she tells her some of the things that are expected of her from society Jadine tells Ondine that: â€Å"I don’t want to learn how to be the kind of woman you’re talking about because I don’t want to be that kind of woman† (282). This, according to Rayson (1998), might be interpreted as Jadine’s â€Å"rejecting the roles of mother, daughter, and woman to stay the tar baby† (Rayson, 95), however it marks her becoming aware of what kind of woman she is by the end of the novel. Jadine‘s inclination toward upward social mobility leads to her separation from the Afro-American roots and the tar quality that Morrison advocates. This kind of flaw in Jadine effectively disqualifies her as a black woman capable of nurturing a family and by large the community. Jadine‘s perception of an ancestral relationship from which she is estranged occurs when she sees an African woman in a Parisian bakery. When she is celebrating her success as model evidenced in her appearance on the cover of Elle, Jadine becomes nervous or perhaps uncomfortable by the African woman in yellow attire. She triggers an identity crisis in Jadine at the moment when she should have felt more secure with her professional achievement assured by beauty and education. In his African woman, Jadine catches a glimpse of beauty, a womanliness, an innate elegance, a nurturer, an authenticity that she had never known before: ? That woman‘s woman – that mother/sister/she/; that unphotographable beauty? (p. 43). By calling the African woman ? that mother/sister/she,? J. Deswal (online source â€Å"Tar Baby- Shodhganga) claims that â€Å"Morrison presents a threefold definition of womanhood which can thrive within the confines of family and community only. The three eggs she balances effortlessly in her ? tar-black fingers? (p. 44) appear to Jadine as if the woman were boasting of her own easy acceptance of womanhood†. Wendy Harding and Jacky Martin in A World of Difference: An Inter-cultural Study of Toni Morrison explain the importance of the African woman‘s presence as such: â€Å"Whereas Jadine has just been rewarded for her conformity to Western ideals of feminity, the African woman suggests a more powerful version of black womanhood. Like some fertility goddess, she holds in her hand the secret of life. She is the mother of the world in whose black hands whiteness appears as something as easily crushed as cared for (71). When Jadine measures herself by the idea of black womanhood that she sees in the African woman the insecurities of her rootless condition surface in her mind. The women in yellow makes Jadine confront her female role and her sexuality†. Jadine sees ? something in her eyes so powerful? (p. 42) that she follows the woman out of the store. The writers also claim that â€Å"As a symbol of repudiation of Jadine‘s westernized lifestyle, the African woman ? looks right at Jadine? (p. 43) and spits on the pavement†. Jadine hates the woman for her spitting, but what she cannot do is escape feeling ? lonely in a way; lonely and inauthentic? as she tells the readers on page 45. When the sense of self is based on the denial of one‘s ethnic roots, one is certain to experience mental chaos and alienation. So, the woman‘s insult to Jadine had the powerful effect of challenging Jadine‘s choices: her white boyfriend, her girlfriends in New York, her parties, her picture on the cover of Elle and the way she lived her life. One can say that it is as a result of the African woman that Jadine desided to visit her aunt and uncle on the island. Jadine is confused and even questions her plans to marry Ryk, her white boyfriend: I wonder if the person he wants to marry is me or a black girl? And if it isn‘t me he wants, but any black girl who looks like me, talks and acts like me, what will happen when he finds out that I hate ear hoops, that I don‘t have to straighten my hair, that Mingus puts me to sleep, that sometimes I want to get out of my skin and be only the person inside – not American – not black – just me? (p. 45) It is through Son, however, that Morrison offers Jadine the ultimate opportunity to ‘redeem’ herself to her heritage, adapt it and revive her womanhood. Son picks up from where the African woman left off in a sense by making Jadine confront her inauthenticity. Jadine and Son enjoys their stay in New York because it is the place where Jadine feels at ease. She feels loved and safe: ? He ‘unorphaned’ her completely and gave her a brand-new childhood? (p. 231). In turn, Son is encouraged by her need and by his apparent ability to redefine Jadine culturally and emotionally. Son insists that he and Jadine goes to Eloe his hometown where Jadine will see how Son is rooted in family and cultural heritage. He attempts to rescue Jadine from her ignorance and disdain for her cultural heritage, trying in a sense to mould Jadine into the image of his black female ancestors. Son assumes that a relationship with Jadine will mean that they will have children together. He presses claims for family and community: ? He smiled at the vigour of his own heartbeat at the thought of her having his baby? (p. 220). Thus, he wants Jadine to love the nurturing aspects of home and fraternity. He is fed on dreams of his community women. The dreams of ? yellow houses with white doors? and ? fat black ladies in white dresses minding the pie table? (p. 119) are nourishment to Son. Sandra Pouchet Paquet (The ancestors as foundation in their eyes were watching god and tar baby) observes: ? In Son‘s dreams of Eloe, the African-American male ego is restored in a community of black man at the center of a black community. But however appreciative Son is of the beauty, the strength, and the toughness of black women; his vision is of male dominance; of the black women as handmaiden? (511). The image feminity that Son cherishes – of the black woman taking passive role as a nurturer of the hearth – is flagrantly opposite to Jadine‘s perception of the modern black woman. This terrifies Jadine and narrows the possibility of their forming a family. The modern, educated black woman seems to snivel at the aspects of traditional female- specific role as the nurturer of hearth and home. Decadent white values and life style thwart the black woman’s vital roles of building families and raising children. The modern black woman cannot be a complete human being, for she allows her education to keep her career separate from her nurturing role. The black woman is increasingly becoming able to define her own status and to be economically independent. She tries to seek equality in her relationship with men. Robert Staples gives an insight into the faltering dynamics of modern couples: ? What was once a viable institution because women were a subservient group has lost its value for some people in these days of women‘s liberation. The stability of marriage was contingent on the woman accepting her place in the home and not creating dissension by challenging the male‘s prerogatives? (125). The black woman‘s intrinsic quality of ? accepting her place in the home? is Morrison‘s tar quality. However, in advocating the tar quality Morrison does not admonish the educational and professional accomplishments of the black woman. In fact, the black woman is expected to achieve a balance between her roles in the domestic and professional fields. â€Å"It is the historical ability of black women to keep their families and careers together. In an era where both the black male and female seek to fulfill individual desires, relationships falter and, consequently, the prospects of the propagation of a family are not too bright. Jadine‘s tar quality is submerged by the white-like urge for freedom and self-actualization. As a result, she finds the conventions of black womanhood antithetical to her own value system†. At Eloe, Jadine is determined to resist rigid male-female role categorization. Jadine cannot ? understand (or accept) her being shunted off with Ellen and the children while the men grouped on the porch and after a greeting, ignored her? (p. 248). While at Eloe, Jadine is provided with yet another chance to attain certain qualities that is for black women. She is accustomed to living an upper-class white lifestyle so she finds the people of Eloe limited and backward. Their stifling little shacks are more foreign to her than the hotel-like splendor of Valerian‘s mansion. She stays in Aunt Rosa‘s house where she feels claustrophobically enclosed in a dark, windowless room. She feels ? she might as well have been in a cave, a grave, the dark womb of the earth, suffocating with the sound of plant life moving, but deprived of its sight? (p. 254). It is in this very room where Jadine and Son were having sex that she had a second awakening vision, which is more frightening than the one she had in Paris about the African Woman. Here, Older, black, fruitful and nurturing women – her own dead mother, her Aunt Ondine, Son‘s dead wife, the African woman in yellow and other black women of her past – become a threatening part of Jadine‘s dreams: I have breasts too,‘ she said or thought or willed, I have breasts too. ‘ But they didn‘t believe her. They just held their own higher and pushed their own farther out and looked at her,? (p. 261) and ? the night women were not merely against her not merely looking superior over their sagging breasts and folded stomachs, they seemed somehow in agreement with each other about her, and were all determined to punish her for having neglected her cultural heritage. They wanted to bind the person she had become and choke it with their breasts. The night women? accuse Jadine for trading the ? ancient properties? (p. 308) of being a daughter, mother, and a woman for her upward mobility and self-enhancement. All these women are punishing Jadine for her refusal to define herself in relation to family, historical tradition and culture. As they ‘brandish’ their breasts before her eyes, they mock and insult her with their feminity. Jadine finds these women backward and sees no self-fulfilling value in the roles that they serve. However, she is constantly haunted by dreams of the black female image that she seems to have lost throughout life. Ondine express shame and disappointment over her lack of concern for her family, the African woman, at the Parisian bakery, spits at her in disgust and the night women, in the vision at Eloe taunt her with their nurturing breasts. Having refuted her own black culture and heritage, Jadine face the consequence of a divided consciousness and a mental death. Her decision to end the love affair with Son— ? I can‘t let you hurt me again? (p. 274) is an evidence of her shunning womanhood and losing her Afro- American roots as she chooses Ryk her white boyfriend over Son who refused to become the person or image that Jadine wants him to be . Jadine is compelled to make her choice and she decides that it is in Paris, away from Son, where there are prospects of financial success and personal independence. She doesn‘t want what Son and Eloe have to offer: To settle for wifely competence when she could be a beauty queen or to settle for fertility rather than originality and nurturing instead of building? (p. 271). Jadine makes it clear to the reader that she is self-sufficient and independent of men, family and community.

Dispersal is the process of moving asylum seekers to different areas of residence, to share the call on resources and public services amongst a wider range of local authorities across the UK instead of one particular area of the country. Under the immigration and Asylum Act 1999, any asylum seeker requiring support and accommodation may be dispersed anywhere in the UK while their applications are being considered (www.ind.homeoffice.gov.uk). Asylum is protection given by a country to someone who is fleeing persecution in their own country. It is given under the 1951 United Nations Convention Relating to the Status of Refugees. To be recognised as a refugee, you must have left your country and be unable to go back because you have a well-founded fear of persecution. The person claiming for protection is an asylum seeker. If the claim go through the person becomes a refugee (ww.homeoffice.gov.uk). In Britain, legislation and social policy in relation to asylum and refugees has been a priority for long. Britain gave attention to the refugees they had drafted in the1951 UN convention to provide protection to people who are at risk of persecution in their own countries. People from common wealth countries were invited to fill in gaps in the labour market following the economic boom in 1960sand thus settled in the Greater London. Dispersal has a history in UK, though it is only in recent years that it has come to be used routinely for asylum seekers. Before the 1990s, it was used to distribute specific groups of refugees such as the polish resettlement in 1950s, the Ugandan Asians in 1972, the Chileans in 1974-1979, the Vietnamese as an attempt to de-concentrate ethnic minority families whose numbers had had been considered too high in relation to resources such as housing and schools. (Griffiths, Sigona and Zetter, 2005). The concentration of asylum seekers in London and south east generated localised social and economic costs that those areas were not willing to accept. As a result of local tensions, the practical problems of housing, and supporting large and unexpected numbers of additional residents, some LA started to disperse asylum seekers. From 1996 on wards, London boroughs such as Harrow sent asylum seeker to Teignmouth in Devon (Robinson et al 2003 p: 122). This inspired dispersal and more local authorities were encouraged to do so voluntarily. More so, the policy was also inspired by dispersal of Bosnians in 1993, which was hailed as an example of effective settlement based up cluster areas and the principle of ethnic community formation (Griffiths et al 2005). Initially the policy applied to asylum seekers who are destitute. If they asked for accommodation, they could only refuse to go if they have a medical support in London, risk of domestic violence and have relatives around. The main aims of the dispersal are to relieve pressure on councils in key areas of South East and London which have been over burdened with asylum seekers and to distribute the load more evenly around the count. Those requiring accommodation would be dispersed to areas with housing to spare (www.bbc.co.uk/news). Dispersal was also seen as a means of improving the access of minority ethnic groups to improving life chances and a way of reducing prejudice through the deconstruction of stereotypes that these groups with areas characterised by overcrowding, poverty. The dispersal would encourage informal connection between neighbours of different races who might then begin to see each other as individuals rather than as stereotypes. The objectives of the policy were to control asylum seekers to enter the UK, increasing speed of the decision making for asylum seekers, refurbishing the financial support method of welfare benefits (Griffiths et al 2005). However, to supporters of dispersal policy, the issue is one of costs and equity: if society has made the democratic decision admit migrants, then the whole of society should bear the costs (Robinson 2003, P: 163). When you look at dispersal, it is not about cutting costs, sharing the burden or addressing racism, but about soothing the fears of some voters who want to believe that immigration, and who is allowed to stay in their cities is under control. The government needs to embrace asylum seeking, shift in the tone of public debate away from illegal immigration and deterrence, using the educational system to change public perceptions, and promoting community involvement, active engagement and sponsorship (www.migrationyorkshire.org.uk). Dispersal as a form of enforced population control is primarily a means of reducing the social visibility of asylum seekers and their potential pollution of social space. If the concentration of asylum seekers in the community is constructed as a problem for race relations, then their social dispersal is both a valid and desirable outcome (Griffiths et al 2005). By 1990s the number of asylum seekers had increased sharply and public opinion had turned against them, racialising the issue and labelling them as bogus and undeserving (Robinson et al 2003 P: 122). They are perceived to be economically motivated. Today immigration is perceived by many in Britain as a problem for our society which stems from a fear of unknown. Refugees and asylum seekers create an unwanted entity of the otherness in the margins of UK. From the moment they arrive they face an unpredictable and often aggressively hostile local public with racist political sentiment openly engaging in intimidation and local press making accusations of bogus claims and a drain on national resources (Pierson, 2002,p: 203, Dobrowolsky and Lister 2005). This othering resulted in discriminatory policies, which lead to the social exclusion, and discrimination of the asylum seekers, and refugee communities to the extent that their basic human rights have been challenged and their very existence has been criminalized (Dominelli 2002). I think devising strategies to prevent refugees coming to the country are a threat to the civilisation as it violates the basic human rights. The media could be partly to blame for this concept as they often wrongly imply that all asylum seekers for example, are criminals. Glasgow suspended its participation in the scheme in the wave of press hysteria. Media portrayals are often confusing and unreliable as they represent a gloomy impression about asylum seekers. The media blow up the insecurities of the public to sale more papers, as they are the only visible group in the local communities to blame for the ill health of the welfare system in the country. They have been an easy target for all as they are po werless, dislocated, silent, and do not even having the right to be here (Robinson et al 2003). Before 1996, asylum seekers were entitled to use the same social services as the rest of the population for example, if they had had been homeless, they would go to a homeless person unit, for support. The conservative Government introduced the asylum and immigration Act 1996, which meant that asylum seekers were cut off from mainstream welfare benefits. This left asylum seekers with no access to services. However, this was against the 1948 National Assistance Act which requires local authorities to provide welfare support to those destitute asylum seekers. Some local authorities started providing support to asylum seekers and their dependants if they appeared to be destitute. But, this was done on ad hoc basis and there were no clear guidelines of the local authorities responsibilities. In 1999, a new policy had been formulated for asylum seekers and refugees, which is called immigration and asylum Act 1999. The immigration and asylum Act 1999 gave the National Asylum support service (NASS) the responsibility to provide services and meet needs of asylum seekers. This was due to the problems encountered by the social policy of UK regarding asylum and refugees, the policymakers have decided to establish the NASS in April 2000. NASS was set up to alleviate the pressure on the LA, and also to meet the government view that access to social security benefits creates a pull factor on economic migration. The major role of NASS was to provide support and accommodation for those asylum seekers who are poor while their claim is still being considered. Individual will be given accommodation in the UK, which is usually located and on a no choice basis. This meant that NASS has the sole right to decide for the asylum seekers will be moved (Griffiths et al 2005). In 1999 the dispersal policy marked a fundamental change in British asylum approach by Introducing new procedures for the reception and accommodation of asylum seekers pending their claim for status determination in the UK (www.fmreview.org). Failed asylum seekers are often destitute when support is cut off 21 days after a final claim for asylum is refused (Refugee Action 2006). The Red Cross estimate some 26,000 are living off food parcels although the figure could be far higher (www.rcn.org.uk/). Dispersal failed to relieve pressure on London. It is possible that up to 2/3 of asylum seekers decided to remain in London and stay with friends and relatives rather than take up accommodation in other parts of UK while this does not add pressure to housing, it creates problems a with health and education www.school.gov.uk/policyhub/asylum_dispersal). There were many draw backs, in the dispersal, as there was miscommunication between NASS and agencies concerned. There was no sufficient accommodation in the dispersal areas and the whole situation was in shambles as reported by the for example, councils did not know how many people were sent to them and what language they spoke so that they arrange translating services. In general, principles of the policy were not effectively adhered to. NASS should work closely with other agencies to coordinate action to ensure the presence of asylum seekers do not harm community relations. NASS has been criticised by Fekete as being oppressive and institutionalised racism in her report Crimes of NASS: What is so alarming about the approach of NASS is that they do not consider it their duty to protect asylum seekers from racial violence, or ensure racial harmony, NASS is probably the only body in the country with no coherent policies against racial harassment and no apparent overall strategy to promote good race relations (Fekete, 2001). Since the year 2000, the NASS took the responsibility of asylum seekers to disperse them, wherever there is accommodation without considering their culture, language or any individual needs. Those who are vulnerable were left without support or information (Cohen, 2002, p: 119). Ethnic minority people suffer from linguistic deprivation in areas they are dispersed to. Initially, the idea was to send asylum seekers to established communities who shared a common language and provided comfort and support. However, due to limited resources and scarcity of accommodation in some places, most asylum seekers were sent to places away from the communities. Breaking up families and then dumping asylum seekers in sub-standard accommodation in some of our poorest communities was always bound to backfire. It is a policy that was neither human nor practical (www.independent.co.uk/news). From 1996 onwards, the responsibility of asylum seekers was given to voluntary organisations, for instance, NASS who dispersed refugees away from their countrymen and families. In so doing, their networks are sabotaged and left in isolation where they do not share any ownership or sense of belonging. They are unable to convey information or attain financial assistance from their communities, and that keeps them in a state of tension. There are questions about the long-term impacts on social cohesion, because clustering can deprive these groups of people of integrating in the community. Also, clustering led to emergency of Ghettos in deprived areas of asylum seekers. This may in turn hinder refugees future integration into communities (The Guardian 2005). In addition to that, dispersal has led asylum seekers being sent to live in the very poorest areas where there were large numbers of people living on either benefits or in the lowest-paid jobs where they were not only more likely to face assaults but were also twice as likely to face racial harassment. More so, the accommodation of these dispersed people is made with no choice as to the location and anyone leaving the accommodation offered to them will lose the right to support. As a result, they are will be impoverishment, poverty, exploitation, ill health and sometimes death. Secondly; some of them whose claims are still pending are sometimes taken to detention centres where they are dealt with brutally with discrimination and abuse (Cohen, Humphries Mynott, 2002). In relation to housing some private landlords force asylum seekers to live as a family with people they do not even know. Overcrowding has become an issue for larger families, which are given smaller accommodation. Others return to their homeless charities after failing to cope with the situation (Audit Commission 2000, p: 3). NASS housed accommodation has no legal protection from eviction and the legislation of 1999 deteriorated in relation to housing conditions for asylum seekers and where by landlords growing richer on contracts in order to accommodate asylum seekers (Cohen et al, 2002). One of the worst impacts of the Asylum and Immigration Act is the extension of immigration checks to housing and to all homeless applications. If the Home Office learns that a refuge has received public funds, he might lose the right to stay in the country or fail to renew their permission to stay (Cohen et al 2002). Again, the vouchers are stigmatising, as they are used in fewer shops and less on public transport. Asylum seekers and Refugees who are skilled, experience high unemployment and low pay as there are not as many jobs in rural areas as the cities, and the policy sabotage them from their networks that would help them. As a result of this, asylum seekers are discriminated against instead of being offered opportunities and strategies for help (Ibid). The government initiative towards asylum seekers preserved within the 2004 Asylum Act did not include the children welfare or to ensure that their human rights were thought of. On the contrary, children of asylum seekers whose claims failed are threatened to be removed from their families due to the powers of this act. A government which sets out to make the children of failed asylum seekers destitute cannot seriously argue, Every child matters (Lavalette and Pratt, 2006, p. 200). It destabilizes the domestic and international human rights commitment and undermines the Third Way ambition of every child matters. The detention centres, prisons and enforcement of dispersal programmes together with the 2002 Nationality Immigration and Asylum Seekers Act are all stereotyping asylum seekers as criminals, agree to be dispersed anywhere to get support, accommodation taken off them if they try to choose, taken in to isolation with high levels of crime directed to them, lack of legal representation. According to the Joint Council for the Welfare of Immigration: These policies are not only discriminatory against one of the most vulnerable sections of our community but also, of the worst kinds of social engineering which is destined to fail (www.lga.gov.uk). More so, the Audit Commission has reported that asylum seekers and refugees get poor health care though they are entitled to free healthcare. Some of the GPs have taken their names off the lists as there is a tendency that it might impact on their surgeries. On the other hand, the examinations refugees take at ports of entry, have no follow ups due to poor health check ups. They are again registered temporary which does not allow keeping frequent medical records and cannot put their needs into account due to the rights and responsibilities of healthcare. For instance, most refugees experience post-traumatic stress disorder as they escape. (Audit commission 2000a). The dispersal is reported to have improved recently, but this is down to the NASS working closely with other agencies like police, landlords, and local councils. There has been a corresponding growth of refugee community organisations (RCO) in these areas compared to before the dispersal policy of 1999 (Griffiths et al 2005). In this section the will look at implications and challenges of social workers face in their work with asylum seekers and refugees in the context of dispersal policy in the UK are: Social workers tasks include giving assistance and proper attention to these individuals and ensuring that they receive the services which are included in the immigration and asylum Act. NASS is responsible for identifying who among the asylum seekers have the right to be given the services offered by such agency. The NASS should coordinate with the social workers, and the members of the enquiry lines to know if there are asylum seekers who need assistance of the government (Dominelli, 2008). Hayes and Humphries (2006, p: 44) argue that it is often the most vulnerable who suffer from lack of additional support; parents worry for the health and well-being of their children. For example, a mother who can not breastfed her child because she is HIV positive and cannot afford to buy formula milk for her child. This puts social workers in a dilemma as they are forced to decide on eligibility based on immigration status, and the tension between social work values of providing for those in need and the requirement to exclude people from services. Social workers are forced to negotiate between this role of controlling access to support and that of providing care. In addition to that, social workers working with asylum seekers experience a growing demand for the services as a result of new arrivals in a period of the budget constraint and their work tended to be dominated by assessing eligibility and providing for immediate needs rather than a broad social work role. Social workers need to understand the impact of negative stereotyping on asylum seekers. Thompson (2009, P: 158) the need to recognise the significance of discrimination and oppression in clients lives and circumstances has been emphasised. As we have seen that asylum seekers will be subject to racist media portrayals and hostile views from members of the public, these factors will not help to integrate them into the community once an application has been successful. Thompson (2009, p: 18) argues that the role of social work is to contribute to social stability, to ensure that the level of social discontent does not reach a point where the social order may be threatened. Therefore, it is the role of social workers to help asylum seekers to integrate into local communities and adjust to a new culture. They will need to help asylum seekers to become more empowered as individuals and groups so that they can better represent themselves in the wider community. Empower involves practitione rs having to reinvent their practice and their perceptions of particular problems and solutions (Trevithick, 2005, p: 219). Social workers were under pressure as Social Services are using their already over stretched budgets to provide for asylum seekers. Following the negative media portrayals; the local populations made the assumption that the social services budgets were drained, not as a result of government not providing enough money, but because of the asylum seekers. A discussion about who pays the taxes for public welfare and costs of migration devalues immigrants contributions to economic growth (Dominelli, 2008). In some cases social workers were seen as supporting asylum seekers and neglecting the rest of the population. The role of a social worker is to address issues of oppression and discrimination on a daily basis yet their involvement is too little. Emphasis on the health and welfare of children allow social workers to become focused on specific issues such as safe case transfer of unaccompanied asylum seeking children, while not focusing on the needs of the vulnerable adult. (Hayes et al, 2006). Instead of the centralised NASS service provision, it would be better if asylum seekers could use local Social Services teams and benefits offices as these are more accessible. However, limited resources and staffing, the government should provide more support within the existing mainstream structures. Instead of training more social workers and community workers to support the asylum seekers, the government set up NASS, whose staff are not trained in anti-discriminatory principles, and had not got enough experience in housing and settlement issues. NASS work practices lead to more discrimination and social exclusion of the asylum seekers. Social workers must seek clarification within their services concerning the issues related to asylum seekers. As the most asylum seekers do not speak English or cannot command the language well, social workers should make good use of interpretation services and make sure that these services are available for the asylum seekers and able to communicate appropriately. Patel and Kelly (2006, p:5) suggest that ensuring access to interpreting services, and more equitable access to language learning opportunities, is essential for the appropriate provision of social care to Asylum seekers. It is my belief that all human beings deserve respect and dignity and should be treated will equal concern; however, looking at the media it is evident that the UK is struggling to sustain the support required for asylum seekers, which is becoming a growing problem within the UK today. The Human Rights Act 1998 applies to anyone living within the UKs borders regardless of circumstances or nationality; until an asylum seeker receives refugee status they are often in a state of limbo and regularly their equal rights are denied. Therefore, anti discriminatory practice and humanitarianism is vital within Social Work practice. Social workers should be involved in campaigning for the rights and ensure that they are observed (Dominelli 2008). The role of a social worker is to adhere to enhancing an atmosphere of acceptance, tolerance and equality for all individuals no matter what their background is. It is essential that Social Workers and those accountable for providing services and support to the most vulnerable in our society do not lose sight of the fact that asylum seekers, regardless of their immigration status, are human beings, with fundamental and basic human rights, needs and aspirations. In conclusion, although dispersal policies are always understood as ways of temporarily accommodating asylum seekers as they wait for their decision on their asylum claims, the government needs to look at things on a long-term basis so that they are dispersed where they are able to integrate. Therefore, policy makers should also think of the future employment probability and service as they are most of the requirements for the future. NASS should work together with agencies concerned to make sure that asylum seekers are not put at risk. I have critically describe the policy, explained the implications of the policy into social work practice.

Media Reaction to Muhammad Cartoons Research Objective: A quantification of social dynamics and ethics in global society. It is the aim of this project to assess the relative reaction of newspapers and their readers to the publishing of the Muhammad cartoons in various parts of the World. Since the Muhammad cartoons will obviously have generated the most anger in the Middle East and North Africa; we have chosen to ignore those major regions. The regions we focus on are: The United States of America Great Britain and Europe The Nations of Scandinavia The Left Bank The Indian Sub-Continent The Far East and South-East Asia The United States and Great Britain, of course, get special mention because of their position as leaders of the Free World / leaders of the War against Terror; and are by implication, leaders of the West who would possibly be (and indeed were) blamed for the publishing of those images (with their flags burned) regardless of their complicity or lack thereof in the publishing of the images (no main stream American or British paper republished the cartoons; and all government officials condemned the publishing of the same as a lack of sensitivity towards the Muslim population of the World. The Scandinavian countries of course, have been some of the most passive and anti-War in the past; and stood together as a matter of principle on this issue, and well see their reactions as well. The Left Bank to me comprises of the French and Germans; and all liberal forms that were not directly involved in the original conflict. France and Germany were a bit divided, with the ministers in power slowly backtracking and calling for calm; while the newspapers and opposition politicians lambasted the protests and called for their governments to condemn the negative reaction to the printing, as anti-democratic. We live in India of course, which also happens to have the worlds second-largest Muslim population after Indonesia, and it would therefore seem odd to not take into account the views professed here; as also in the region around us. China is an upcoming Great Power and is highly influential in Asia, and we have so considered the reactions from the Far East and South-East Asia as well. That answers the who? of our paper; but we have not quite covered the why? yet. We said that this is meant to be a quantification of the social dynamics in a Global Society. What does that entail? Well, a multitude of objects to be honest; all of which are inter-linked, across the realm of the socio-political and the economic. While it is still early in the stage to measure a fall out; we believe that it may be possible to extrapolate on the Raw data we gathered from our content analysis, by which we can posit some possible ramifications for Governments and Businesses alike, and the Press too. The basic questions we ask ourselves in the analysis, then? What was the nature of the defense / consternation the Press involved itself in with relation to this issue? Was the language used inflammatory, did it attempt towards peacebrokering, did it make a definitive stand? What was the stand that papers took? What was the reaction the public gave to those points of view? The answers that we found were then funneled to add specific weight to our proposition, to contradict it, or to re-evaluate it. The Proposition: That Democracies furnish the Press with certain rights to publish that must not be curbed (the tabloid press is a different matter—it is the mainstream Press we discuss here). That newspapers tend towards biases or political tilts is undoubtedly undeniable, and newspapers must not be open to government censure in the matter of press freedom. While it is imperative that newspapers publish with responsibility to all share-holders; which in the field of Mass Media implies subscribers and second-hand (re-issues, internet) readers. What were trying to establish is what negative effects such stories can have upon the circulation of national newspapers and the reaction of the public to them; and on the portrayal of either to the countries they deal with. There are multiple possibilities of where this research could be used—in social dynamics as we mentioned, in assessing press freedom or quantifying media ethics; and also in more basic analyses like the reaction of people to such incidents, (such as the boycotting of Western-made products in many parts of the Muslim world) not even getting to protests involving mass flag and effigy and product burning We will discuss this further in our conclusions Subjective Analyses The United States of America: From the voyages of Columbus-to the Oregon Trail —to the journey to the Moon itself —history proves that we have never lost by pressing the limits of our frontiers. —George Bush, 20 July 1989 Firstly this starts off with a bit on the Post 9/11 reactions and observation of Americas response to the tragic attack on the World Trade Center in September 2001. There are two principal features of American nationalism, both of which were evident in the response to 9/11. These are, in spirit, to a great extent contradictory but they often run together in American public life. The first is a certain element of American messianism: the belief in America as a city on the hill, a light to the nations, which usually takes the form of a belief in the force of Americas example. But at particular moments, and especially when America is attacked, it moves from a passive to an active form: the desire to go out and actually turn the world into America, as it were, to convert other countries to democracy, to the American way of life. In principle, the desire to spread democracy in the world is of course not a bad thing. But there are two huge problems with it. One is that because this element of American messianism is so deeply rooted in American civic nationalism, in what has been called the American Creed, and in fundamental aspects of Americas national identity, it can produce and after 9/11 did produce an atmosphere of debate in America which is much more dominated by myth than by any serious look at the reality of the outside world. Myths about American benevolence, myths about America spreading freedom, myths about the rest of the world wanting America to spread freedom, as opposed to listening to what the rest of the world really has to say about American policies. The second feature that cuts across this American messianism, however, is what can be called the American antithesis, that is to say, those elements in the American nationalist tradition which actually contradict both American civic nationalism and the American Creed. These elements, which are very strong in parts of America, include national chauvinism, hatred of outsiders, and fear and contempt of the outside world. This is particularly true in the case of the Muslim world, both because America has been under attack from Muslim terrorists for almost two generations now, but also because of the relationship with Israel, and the way in which pro-Israeli influences here have contributed to demonizing the Muslim world in general. This results in an incredible situation: on the one hand and there are here particularly the neo-cons the Bush administration who want to democratize the Muslim world, while on the other, neo-conservatives do not even bother to hide their contempt for Muslims and Arabs. Sometimes you hear, and even read, phrases like, The only language that Arabs understand is force, Let them hate us so long as they fear us and so on. This is utterly contradictory: people saying they want to democratize the Arab world but displaying utter contempt for Arab public opinion. Of course this is not just a moral failing, or a propaganda failing. It also leads to practical disasters, like the extraordinary belief that you could pretend at least to be introducing democracy, and on the other hand, you could somehow impose Ahmed Chalabi on Iraqis as a pro-American strongman, and that somehow the local population would line up to salute you and happily accept this. The extent to which this is fundamental to t he American national identity and is widely believed to keep Americans together means that it is very difficult in this country to challenge these myths When it comes to the newspapers in the United States there are those which take up a much more liberal stance while there are those that are hard and not targeted but go to the extremes of the phrase the land of the free. The one positive point of the country is that when it is said that there is freedom of speech, there is a lot of it, and because of which one has seen, documentaries (although on a single persons mindset) such as Fahrenheit 9/11 which although is extremely, targeting the Bush Administration but also reveals to the world the inner working of the worlds most powerful nation. In this Write up references taken up were from six American newspapers namely; The New York Times The Boston Globe The Chicago Tribune The Washington Post The Los Angeles Times Newsweek Magazine In all 18 articles from these newspapers have been analyzed to give out an opinion of what American nationalism is and to what extent is it prevalent in some leading newspapers in the United States of America. Among the Newspapers taken up and the articles under reference a pattern can be seen that everyone follows each other and that only a few dare to twist the use of words to mention of names of officials and other people of importance. With the current invasion of Iraq and the ever growing resentment against the Americans by the Muslim World a majority of the articles will be based on Iraq, the Middle East, and terrorism and on the Muslim world. Since the attacks on 9/11 America has been in a never ending battle with terrorism, along with allied support from various other countries in the world. But does it justify its actions, the Invasion of Iraq, The bombings in Afghanistan, The claims of nuclear threat, even targeting Saddam Hussein. Is this all truly in the best interest of the world or just a game for the worlds most powerful nation. Where millions of people in these areas have lost their lives, damage of property estimated in millions, use of weapons in large quantities, destroy ing nations.. Although these steps have already been taken by the U.S. it was now up to the newspapers in the country to report out the activities taking place in the war zone in which their country was playing a major part. As far as one can see, the newspapers do not seem to play a one-sided role or seem to tilt to a particular side but with reports from all angles in the battlefield and the repercussions back home one gets the feel that the newspapers are sensible and have a definite role which is positive in the world today. With a large cloud of disbelief and hatred and disgust looming over the Americans along with the outbursts of the Muslim community, today the American media and that of the world play a vital role in maintaining the stable atmosphere that we have today. The newspapers, one of the most powerful mediums of spreading awareness plays a pivotal role and an extremely delicate role keeping in mind sentiments of the various communities in the world. Seems to me like most people wo uld be able to grasp the difference that being patriotic means loving America, while being nationalistic places America, which can do no wrong, above other nations. The former is good. Its healthy. It promotes pride in ones nation. The latter, however, is not good. Its very unhealthy. It promotes arrogance to the point of hostility. Arnold Toynbee once said Great empires do not die by murder, but suicide. Would one say that its where the United States is heading? Europe: Report: British newspapers and British reactions The cartoon strip published by Danish newspaper Jyllands Posten, depicted the prophet Mohammed with a ticking time bomb for his head sparked widespread protests and violent demonstration across Europe and Asia. The drawings were originally commissioned by Jyllands-Posten from Danish artists after an author could not find an illustrator to depict Mohammed in a biography of the Prophet. The Danish cartoonists submitted a range of images, all banned by Islam, which strictly forbids depictions of the Prophet to avoid encouraging idolatry .One depicts a grinning, knife-wielding Mohammed flanked by two veiled women. Another, which appeared on the front page of Die Welt in Germany, and in La Stampa in Italy, shows the Prophet wearing a bomb-shaped turban, topped by a hissing fuse. The Spanish newspaper ABC used a photograph of the original Danish newspaper, with its 12 cartoons. Die Welt also ran an editorial regretting a decision by the Dani sh newspaper to apologize for the upset caused. The Jyllands Posten has not apologized but its editor, Carsten Juste, said he would not have printed them had we known that it would lead to boycotts and Danish lives being endangered. These episodes of protests and demonstrations have raised heightened debates on the limits that the press should adhere to. And to defend their rights to freedom of expression, some newspapers went ahead and reprinted the inflammatory comic strip. The result was just as expected, with individual rights at loggerheads with the rights of the press, the world watches as the fire spreads slowly yet steadily over different parts of the world. London witnessed some violent protests where people took to the streets and embraced the Al-Qaeda and calling for the beheading of non-believers. Following this reaction, the liberal Muslims, that constitute the majority of the Muslim population in London, were left aghast and quickly took to the street making clear they were not around to incite mindless violence. The organizers had carefully chosen banners which had simple messages like united against islamophobia, united against incitement, mercy to mankind and Mohammed, symbol of freedom and hono r. Amongst the crowd were a number of white people who were opposing the sudden rise in violence. A rally held in Trafalgar Square on the 11th of February was backed by the Mayor of London, Ken Livingstone. From among the crowd, a Mrs.Brka said, if you slap someone once, then okay, but if you slap someone 10 times, they will do something about it. This was in reaction to the reprinting of the comic strip by newspapers across Europe. Most of the violence that spread across the globe was completely reactionary and most were incited by imams who vehemently preached of the Jihad against the west. The press too held their own in defending their freedom of expression. In France the front page of the France-Soir tabloid carried the headline Yes, We Have the Right to Caricature God and a cartoon of Buddhist, Jewish, Muslim and Christian divinities floating on a cloud. Inside, the paper re-ran the Danish drawings. The appearance of the 12 drawings in the Danish press provoked emotions in the Muslim world because the representation of Allah and his prophet is forbidden, it said. But because no religious dogma can impose itself on a democratic and secular society, France Soir is publishing the incriminating caricatures. The protests during the later part of February in London were simply gatherings of Muslims from all over London in a bid for peace and tolerance Scandinavia: Report Scandinavia: Denmark, Norway and Finland In this part of the project well try to understand what had happened in Denmark with regards to the drawings on the prophet Mohammed. The problem with the cartoons in its basic form is that an author of a childrens book needed drawings for his book, but was afraid to do so because Islamic law prohibits depiction of Muhammad and when the cultural Editor of Jyllands Posten got wind of it he opted to use this as a catalyst for discussing Freedom of Speech and therefore he had a number of artist draw up some cartoons of how they imagined Muhammad. This did stir up some debate in Denmark but not really that much, except for a few Muslim who felt really offended and tried to get the Danish population to acknowledge their outrage. This however did not happen and therefore they decided to journey to several Muslim countries with a file containing the drawings and several other cartoons of Muhammad which were said to be even more offensive to the typical Muslim, and some might argue that without these added drawings the response would have been less drastic. After having spoke to a number of Danes, Norwegians and a few Finnish people the majority of the consensus was that they didnt want the government to exercise any apologies to the Islam world because as they say in Scandinavia the countries are all about opting for the freedom of speech. As Michael says They have a right to their voice But they dont seem to understand that the Danes have the right of free speech The problem was that the Danish people do not understand the respect some other people might have towards religion in other parts of the world, since we do not take religion as much more than some traditions and rituals that you go trough in life. And some other parts of the world dont understand the Danish pride of having the freedom to say/do whatever they want. Danish people stands very steadfast on the issue of freedom of speech, and will not tolerate that other people interfere with that, just because they were offended by some humorous drawings, which have been seen in many other cases, also with other religious figures. As Kasper Kataoka mentioned in his questionnaire, We know that Denmark is one of the most open and accepting countries in the world. There are a lot of Muslims and other foreigners living in our country, including myself. So when we se e people in some far away country, yelling about Denmark being the devil, being a intolerant country and treating Muslims bad, while they are tramping on our flag, burning buildings and causing all kind of obscene violence then we lose even more respect. A real big problem was the role of the Imams, those from Denmark have been traveling around the Muslim world, showcasing homemade pictures with a pig face and a praying Muslim being taken from behind by a dog. These imams traveled around to cause an upset; long after that the real pictures had actually been posted in the papers. Some of the pictures were even published in Egyptian papers long before people started protesting, and nothing happened back then. So what we believe is the reason for the escalation of the whole situation, is that the Muslims might have felt surprised by the western world for some time, and now they suddenly had something they could rally around. If there was an easy answer to this, it would already have been done. But communication is what is needed mostly. The fact that the Danish prime minister turned down a talk with the Muslim ambassadors in the start was a stupid move. Now all who are able to see a bit open on this subject, and is able to do something, should. Talk with people on the other side whatever side you are on, try to get some more understanding of why everything is happening, and try to make the people around you understand. Also the Danish Muslims have a big responsibility to spread out the word to their fellow Muslims, of how the Danish community is. This is already being done it seems. In Norway things seemed to be a little more different the main newspapers VG and Dagbladet were the ones who showcased these imagery and a quick response from Truls revealed that, I had no reaction to the cartoon, as they are commonly used in Scandinavia. such drawings are meant to start a discussion, not fighting This is what is reflected in most of the answers given by the Norwegians in that they all didnt anticipate the level of response that they got. But many feel that there shouldnt have been any sort of apology and that the Norwegian embassies should not have been burnt. As Truls says Diplomacy goes before everything to solve problems. Religious leaders who are ignorant and are lacking in knowledge should be replaced. Whereas those present in the chilly areas of Finland hadnt seen it through newspapers since it was never published in any paper. But they did get to see it through the internet sites. Most of them didnt even care enough to respond well and showed no real signs of interest or wanted to raise their voices. As teemu from Finland says An apology is an easy thing to do, especially if it solves problems this big. Even if they didnt mean to cause this, you still apologies. Usually you apologies someone when you accidentally step on their foot or something. That was the extent of their level of co-operation. So we see that from the study undertaken that the people werent really interested in knowing what was happening, most of them in Denmark hadnt even seen it in the papers. But many would have gone out of their way to gain some more insight into the whole ordeal. Many of the youth that I spoke to didnt know what the big fuss was about the drawings and some of the youth in Norway even thought it was like a war between Christians and Muslims. (In their own words: Islam world vs. Western world) To an extent it would see arrogant to us the way they responded but as mentioned, they didnt even feel the need to apologize. The newspapers were clearly advocating the freedom of speech and they paraded those values of theirs which they think actually symbolizes Scandinavia. Many of the newspapers in Denmark and Norway felt that they hadnt done much wrong and that the Muslims were overreacting to the whole issue. Another important note would be that the papers had actually apologized for their work and extended an apology as well, but the Muslims didnt seem to care too much as they wanted the governments to say sorry for the work of a newspaper. If the drawings were indeed meant to induce a discussion then why is it being used to induce violence in people? France and Germany / Liberal Reactions: The liberal defends the right to speech, the right to freedom, the right to the freedom of expression above all others. Personal or collective offense is subjective and of lesser importance than the right to air discourse that could degenerate to an offensive level. Benjamin Franklin once said that societies willing to give up little freedoms for a little more security deserve neither freedom nor security. The West, set in its liberal traditions allows for Press Freedom like the Arab World just does not. Many Arabs found it shocking that Governments in the West cannot control what is published and what isnt by the Press. The Indian Sub-Continent: Times of India Friday, February 10, 2006 On Friday, February 10th 2006 The Times of India published an article attributing United Nations Secretary General Kofi Annan, who condemned the publication of the controversial Prophet Mohammed cartoons and advocated all steps to be taken to calm down the situation. He termed the articles as insensitive, offensive and provocative also stating that he was not against freedom of speech or expression. Sunday, February 12, 2006 This article told the story of the Muslim Protest march in the state capital. Carrying placards and raising anti-US and anti-Denmark slogans, they demanded that the respective governments apologize for hurting the religious sentiments. It was Maulana Sher Mohammed Madrasa Varisaya who interpreted the act as a violation of the religious liberties of believers of God. He demanded the United Nations to intervene and formulate an international law for prohibiting the repetition of any such act. Monday, February 13, 2006 Police fired tear gas and baton-charged about 7,000 students protesting the Prophet Mohammed cartoons on Monday in northwestern Pakistan. The crowd threw stones at Edwards College, breaking windows and causing other damages at the prestigious school founded by Christian missionaries during British colonial rule. The article claimed that the Muslims were angry because Islamic tradition bars any depiction of the prophet. Under Pakistani laws, insulting the prophet or Islams holy book, the Quran, can be punished with the death sentence. Wednesday, February 15, 2006 Gunfire and rioting erupted on Wednesday as more than 70,000 people joined Pakistans biggest protest yet against Prophet Muhammad cartoons, burning movie theaters, a KFC restaurant and a South Korean-run bus station. Three people died and dozens were injured in two cities, police and witnesses said. The rioters ransacked the offices of the Norwegian mobile phone company Telenor, three cinemas and offices of Mobilink — the main mobile phone operator in the country, witnesses said. Thursday, February 16, 2006 Tens of thousands of Pakistani Islamists wielding sticks and waving green flags rallied in Karachi against cartoons of Prophet Mohammad on Thursday, the latest in a wave of protests in which five people have died. A branch of US-based Citibank, and an office of the German company Siemens, hung black flags to mask their logos, as did a Christian hospital and several cinemas on the rallys route. Saturday, February 18, 2006 At least 11 people died when Libyan police opened fire on demonstrators attempting to storm an Italian consulate during a protest against the caricatures of the Prophet Mohammed, Italian state television reported. Dozens were injured in the protest outside the Italian consulate in Benghazi, reports said on Friday. All the victims reportedly were Libyans. Sunday, February 19, 2006 Pakistani authorities arrested more than 100 activists of Islamic Jamaat-e- Islami (JI) and put its chief under house arrest ahead of an anti-cartoon demonstration. The Times of India more or less covered the violent protests that have rocked many parts of the world after the cartoons were reprinted in newspapers in several countries. They have focused mainly on Pakistan, the country which is largely dominated by Muslim population, followers of Islam. The articles have been solely matter of fact, stating incidences how they have occurred. There have been subtle expressions of sentiments, like the TOI has covered mostly the riots and the arrests of Islamic activists in Pakistan. Hindustan Times February 10, 2006 The Hindustan Times were deeply alarmed at the repercussions of the publication in Denmark several months ago of insulting caricatures of the Prophet Mohammed and their subsequent re-publication by some other European newspapers and at the violent acts in reaction to them. They stated that anguish in the Muslim world is shared by all individuals and communities who recognize the sensitivity of religious belief. February 10, 2006 This article gave us a brief about how the cartoons came into being, with the creators being threatened by the Islamic extremists. They also covered from where the article became a case of international conflict. They also spoke about the Danish: Then a group of Danish imams took the cartoons to West Asia. Complaining of press bias, they distributed the drawings — and, some say, fabricated a few of their own to ensure that unrest would be sown. Also stating that the Arab elites got into the game. Then ended as most articles did, on the victimized Muslims side. February 13, 2006 Vir Sanghvis candid expression that the silence of liberal Muslims was adding fuel to fire found favor with surfers. Like Sanghvi they chose to sprinkle their argument citing the recent incidents involving the offensive cartoons of the Prophet in Danish newspapers as well as MF Husseins nude paintings of Mother India. February 11, 2006 It talked about the latest religion vs. freedom of expression controversy: the fuss over the Danish cartoons that featured the Prophet Mohammed. Vir Sanghvi said do statements that cause religious offence fall in the same category? To argue that they do, we would have to prove that they caused damage to the safety of the religious faith (the national security parallel) or that they affected the way the faith was perceived by society, or even lowered its standing. But surely none of the people who complain about insults to religion accept that the slights can have these consequences? Is the safety of Islam threatened because a Danish newspaper carries a cartoon? Is Islam so weak a religion that a couple of cartoons can cause the world or society in general to think less of it? Clearly not. So, Im not sure on what grounds we could abridge the right to free speech when it comes to religion. If India is not to become a soft state, then we must stand up for liberal principles. We must stand up to the rioters, arrest those who foment violence and never, ever, give in to the blackmail. The Hindustan Times covered both sides of the coin. It gave us a whole idea about how the problem occurred, who was responsible and who instigated the whole process. It gives us both sides of the problems, framing it as mere as a Danish author wanting to publish it in her book. The Far-East and South-East Asia Major Newspapers in China/Hong Kong The China Daily is an English-language daily newspaper published in the Peoples Republic of China. The Communist Party of China-controlled state-run publication has the widest print circulation (200,000 per issue) among Englishlanguage newspapers in the country. The editorial office is in north Beijing, and the newspaper has branch offices in most major cities of China as well as in several foreign capitals. STANCE: China Daily was set up in 1985 and several journalists on the new paper supported the 1989 Tiananmen Square demonstrations. . The editor of China Daily, Zhu Ling, told foreign editors that the papers editorial policy was to support the policies of the Communist Party and only to make criticism of authorities if there was deviance from Party policy. CONTENT ANALYSIS: There were few editorials on the issue in the Post, which in itself says a lot, which shows how much importance was given to the issue in China/ Hong Kong. Other than the customary report, a certain report is interesting: A top Taliban commander offered a reward of 100 kilograms of gold to anyone who kills the person responsible for blasphemous cartoons of the Prophet Mohammed This might not be directly indicative, however the inclusion of this article, which was ignored by other newspapers worldwide shows that China is not very p Media Reaction to Muhammad Cartoons Media Reaction to Muhammad Cartoons Research Objective: A quantification of social dynamics and ethics in global society. It is the aim of this project to assess the relative reaction of newspapers and their readers to the publishing of the Muhammad cartoons in various parts of the World. Since the Muhammad cartoons will obviously have generated the most anger in the Middle East and North Africa; we have chosen to ignore those major regions. The regions we focus on are: The United States of America Great Britain and Europe The Nations of Scandinavia The Left Bank The Indian Sub-Continent The Far East and South-East Asia The United States and Great Britain, of course, get special mention because of their position as leaders of the Free World / leaders of the War against Terror; and are by implication, leaders of the West who would possibly be (and indeed were) blamed for the publishing of those images (with their flags burned) regardless of their complicity or lack thereof in the publishing of the images (no main stream American or British paper republished the cartoons; and all government officials condemned the publishing of the same as a lack of sensitivity towards the Muslim population of the World. The Scandinavian countries of course, have been some of the most passive and anti-War in the past; and stood together as a matter of principle on this issue, and well see their reactions as well. The Left Bank to me comprises of the French and Germans; and all liberal forms that were not directly involved in the original conflict. France and Germany were a bit divided, with the ministers in power slowly backtracking and calling for calm; while the newspapers and opposition politicians lambasted the protests and called for their governments to condemn the negative reaction to the printing, as anti-democratic. We live in India of course, which also happens to have the worlds second-largest Muslim population after Indonesia, and it would therefore seem odd to not take into account the views professed here; as also in the region around us. China is an upcoming Great Power and is highly influential in Asia, and we have so considered the reactions from the Far East and South-East Asia as well. That answers the who? of our paper; but we have not quite covered the why? yet. We said that this is meant to be a quantification of the social dynamics in a Global Society. What does that entail? Well, a multitude of objects to be honest; all of which are inter-linked, across the realm of the socio-political and the economic. While it is still early in the stage to measure a fall out; we believe that it may be possible to extrapolate on the Raw data we gathered from our content analysis, by which we can posit some possible ramifications for Governments and Businesses alike, and the Press too. The basic questions we ask ourselves in the analysis, then? What was the nature of the defense / consternation the Press involved itself in with relation to this issue? Was the language used inflammatory, did it attempt towards peacebrokering, did it make a definitive stand? What was the stand that papers took? What was the reaction the public gave to those points of view? The answers that we found were then funneled to add specific weight to our proposition, to contradict it, or to re-evaluate it. The Proposition: That Democracies furnish the Press with certain rights to publish that must not be curbed (the tabloid press is a different matter—it is the mainstream Press we discuss here). That newspapers tend towards biases or political tilts is undoubtedly undeniable, and newspapers must not be open to government censure in the matter of press freedom. While it is imperative that newspapers publish with responsibility to all share-holders; which in the field of Mass Media implies subscribers and second-hand (re-issues, internet) readers. What were trying to establish is what negative effects such stories can have upon the circulation of national newspapers and the reaction of the public to them; and on the portrayal of either to the countries they deal with. There are multiple possibilities of where this research could be used—in social dynamics as we mentioned, in assessing press freedom or quantifying media ethics; and also in more basic analyses like the reaction of people to such incidents, (such as the boycotting of Western-made products in many parts of the Muslim world) not even getting to protests involving mass flag and effigy and product burning We will discuss this further in our conclusions Subjective Analyses The United States of America: From the voyages of Columbus-to the Oregon Trail —to the journey to the Moon itself —history proves that we have never lost by pressing the limits of our frontiers. —George Bush, 20 July 1989 Firstly this starts off with a bit on the Post 9/11 reactions and observation of Americas response to the tragic attack on the World Trade Center in September 2001. There are two principal features of American nationalism, both of which were evident in the response to 9/11. These are, in spirit, to a great extent contradictory but they often run together in American public life. The first is a certain element of American messianism: the belief in America as a city on the hill, a light to the nations, which usually takes the form of a belief in the force of Americas example. But at particular moments, and especially when America is attacked, it moves from a passive to an active form: the desire to go out and actually turn the world into America, as it were, to convert other countries to democracy, to the American way of life. In principle, the desire to spread democracy in the world is of course not a bad thing. But there are two huge problems with it. One is that because this element of American messianism is so deeply rooted in American civic nationalism, in what has been called the American Creed, and in fundamental aspects of Americas national identity, it can produce and after 9/11 did produce an atmosphere of debate in America which is much more dominated by myth than by any serious look at the reality of the outside world. Myths about American benevolence, myths about America spreading freedom, myths about the rest of the world wanting America to spread freedom, as opposed to listening to what the rest of the world really has to say about American policies. The second feature that cuts across this American messianism, however, is what can be called the American antithesis, that is to say, those elements in the American nationalist tradition which actually contradict both American civic nationalism and the American Creed. These elements, which are very strong in parts of America, include national chauvinism, hatred of outsiders, and fear and contempt of the outside world. This is particularly true in the case of the Muslim world, both because America has been under attack from Muslim terrorists for almost two generations now, but also because of the relationship with Israel, and the way in which pro-Israeli influences here have contributed to demonizing the Muslim world in general. This results in an incredible situation: on the one hand and there are here particularly the neo-cons the Bush administration who want to democratize the Muslim world, while on the other, neo-conservatives do not even bother to hide their contempt for Muslims and Arabs. Sometimes you hear, and even read, phrases like, The only language that Arabs understand is force, Let them hate us so long as they fear us and so on. This is utterly contradictory: people saying they want to democratize the Arab world but displaying utter contempt for Arab public opinion. Of course this is not just a moral failing, or a propaganda failing. It also leads to practical disasters, like the extraordinary belief that you could pretend at least to be introducing democracy, and on the other hand, you could somehow impose Ahmed Chalabi on Iraqis as a pro-American strongman, and that somehow the local population would line up to salute you and happily accept this. The extent to which this is fundamental to t he American national identity and is widely believed to keep Americans together means that it is very difficult in this country to challenge these myths When it comes to the newspapers in the United States there are those which take up a much more liberal stance while there are those that are hard and not targeted but go to the extremes of the phrase the land of the free. The one positive point of the country is that when it is said that there is freedom of speech, there is a lot of it, and because of which one has seen, documentaries (although on a single persons mindset) such as Fahrenheit 9/11 which although is extremely, targeting the Bush Administration but also reveals to the world the inner working of the worlds most powerful nation. In this Write up references taken up were from six American newspapers namely; The New York Times The Boston Globe The Chicago Tribune The Washington Post The Los Angeles Times Newsweek Magazine In all 18 articles from these newspapers have been analyzed to give out an opinion of what American nationalism is and to what extent is it prevalent in some leading newspapers in the United States of America. Among the Newspapers taken up and the articles under reference a pattern can be seen that everyone follows each other and that only a few dare to twist the use of words to mention of names of officials and other people of importance. With the current invasion of Iraq and the ever growing resentment against the Americans by the Muslim World a majority of the articles will be based on Iraq, the Middle East, and terrorism and on the Muslim world. Since the attacks on 9/11 America has been in a never ending battle with terrorism, along with allied support from various other countries in the world. But does it justify its actions, the Invasion of Iraq, The bombings in Afghanistan, The claims of nuclear threat, even targeting Saddam Hussein. Is this all truly in the best interest of the world or just a game for the worlds most powerful nation. Where millions of people in these areas have lost their lives, damage of property estimated in millions, use of weapons in large quantities, destroy ing nations.. Although these steps have already been taken by the U.S. it was now up to the newspapers in the country to report out the activities taking place in the war zone in which their country was playing a major part. As far as one can see, the newspapers do not seem to play a one-sided role or seem to tilt to a particular side but with reports from all angles in the battlefield and the repercussions back home one gets the feel that the newspapers are sensible and have a definite role which is positive in the world today. With a large cloud of disbelief and hatred and disgust looming over the Americans along with the outbursts of the Muslim community, today the American media and that of the world play a vital role in maintaining the stable atmosphere that we have today. The newspapers, one of the most powerful mediums of spreading awareness plays a pivotal role and an extremely delicate role keeping in mind sentiments of the various communities in the world. Seems to me like most people wo uld be able to grasp the difference that being patriotic means loving America, while being nationalistic places America, which can do no wrong, above other nations. The former is good. Its healthy. It promotes pride in ones nation. The latter, however, is not good. Its very unhealthy. It promotes arrogance to the point of hostility. Arnold Toynbee once said Great empires do not die by murder, but suicide. Would one say that its where the United States is heading? Europe: Report: British newspapers and British reactions The cartoon strip published by Danish newspaper Jyllands Posten, depicted the prophet Mohammed with a ticking time bomb for his head sparked widespread protests and violent demonstration across Europe and Asia. The drawings were originally commissioned by Jyllands-Posten from Danish artists after an author could not find an illustrator to depict Mohammed in a biography of the Prophet. The Danish cartoonists submitted a range of images, all banned by Islam, which strictly forbids depictions of the Prophet to avoid encouraging idolatry .One depicts a grinning, knife-wielding Mohammed flanked by two veiled women. Another, which appeared on the front page of Die Welt in Germany, and in La Stampa in Italy, shows the Prophet wearing a bomb-shaped turban, topped by a hissing fuse. The Spanish newspaper ABC used a photograph of the original Danish newspaper, with its 12 cartoons. Die Welt also ran an editorial regretting a decision by the Dani sh newspaper to apologize for the upset caused. The Jyllands Posten has not apologized but its editor, Carsten Juste, said he would not have printed them had we known that it would lead to boycotts and Danish lives being endangered. These episodes of protests and demonstrations have raised heightened debates on the limits that the press should adhere to. And to defend their rights to freedom of expression, some newspapers went ahead and reprinted the inflammatory comic strip. The result was just as expected, with individual rights at loggerheads with the rights of the press, the world watches as the fire spreads slowly yet steadily over different parts of the world. London witnessed some violent protests where people took to the streets and embraced the Al-Qaeda and calling for the beheading of non-believers. Following this reaction, the liberal Muslims, that constitute the majority of the Muslim population in London, were left aghast and quickly took to the street making clear they were not around to incite mindless violence. The organizers had carefully chosen banners which had simple messages like united against islamophobia, united against incitement, mercy to mankind and Mohammed, symbol of freedom and hono r. Amongst the crowd were a number of white people who were opposing the sudden rise in violence. A rally held in Trafalgar Square on the 11th of February was backed by the Mayor of London, Ken Livingstone. From among the crowd, a Mrs.Brka said, if you slap someone once, then okay, but if you slap someone 10 times, they will do something about it. This was in reaction to the reprinting of the comic strip by newspapers across Europe. Most of the violence that spread across the globe was completely reactionary and most were incited by imams who vehemently preached of the Jihad against the west. The press too held their own in defending their freedom of expression. In France the front page of the France-Soir tabloid carried the headline Yes, We Have the Right to Caricature God and a cartoon of Buddhist, Jewish, Muslim and Christian divinities floating on a cloud. Inside, the paper re-ran the Danish drawings. The appearance of the 12 drawings in the Danish press provoked emotions in the Muslim world because the representation of Allah and his prophet is forbidden, it said. But because no religious dogma can impose itself on a democratic and secular society, France Soir is publishing the incriminating caricatures. The protests during the later part of February in London were simply gatherings of Muslims from all over London in a bid for peace and tolerance Scandinavia: Report Scandinavia: Denmark, Norway and Finland In this part of the project well try to understand what had happened in Denmark with regards to the drawings on the prophet Mohammed. The problem with the cartoons in its basic form is that an author of a childrens book needed drawings for his book, but was afraid to do so because Islamic law prohibits depiction of Muhammad and when the cultural Editor of Jyllands Posten got wind of it he opted to use this as a catalyst for discussing Freedom of Speech and therefore he had a number of artist draw up some cartoons of how they imagined Muhammad. This did stir up some debate in Denmark but not really that much, except for a few Muslim who felt really offended and tried to get the Danish population to acknowledge their outrage. This however did not happen and therefore they decided to journey to several Muslim countries with a file containing the drawings and several other cartoons of Muhammad which were said to be even more offensive to the typical Muslim, and some might argue that without these added drawings the response would have been less drastic. After having spoke to a number of Danes, Norwegians and a few Finnish people the majority of the consensus was that they didnt want the government to exercise any apologies to the Islam world because as they say in Scandinavia the countries are all about opting for the freedom of speech. As Michael says They have a right to their voice But they dont seem to understand that the Danes have the right of free speech The problem was that the Danish people do not understand the respect some other people might have towards religion in other parts of the world, since we do not take religion as much more than some traditions and rituals that you go trough in life. And some other parts of the world dont understand the Danish pride of having the freedom to say/do whatever they want. Danish people stands very steadfast on the issue of freedom of speech, and will not tolerate that other people interfere with that, just because they were offended by some humorous drawings, which have been seen in many other cases, also with other religious figures. As Kasper Kataoka mentioned in his questionnaire, We know that Denmark is one of the most open and accepting countries in the world. There are a lot of Muslims and other foreigners living in our country, including myself. So when we se e people in some far away country, yelling about Denmark being the devil, being a intolerant country and treating Muslims bad, while they are tramping on our flag, burning buildings and causing all kind of obscene violence then we lose even more respect. A real big problem was the role of the Imams, those from Denmark have been traveling around the Muslim world, showcasing homemade pictures with a pig face and a praying Muslim being taken from behind by a dog. These imams traveled around to cause an upset; long after that the real pictures had actually been posted in the papers. Some of the pictures were even published in Egyptian papers long before people started protesting, and nothing happened back then. So what we believe is the reason for the escalation of the whole situation, is that the Muslims might have felt surprised by the western world for some time, and now they suddenly had something they could rally around. If there was an easy answer to this, it would already have been done. But communication is what is needed mostly. The fact that the Danish prime minister turned down a talk with the Muslim ambassadors in the start was a stupid move. Now all who are able to see a bit open on this subject, and is able to do something, should. Talk with people on the other side whatever side you are on, try to get some more understanding of why everything is happening, and try to make the people around you understand. Also the Danish Muslims have a big responsibility to spread out the word to their fellow Muslims, of how the Danish community is. This is already being done it seems. In Norway things seemed to be a little more different the main newspapers VG and Dagbladet were the ones who showcased these imagery and a quick response from Truls revealed that, I had no reaction to the cartoon, as they are commonly used in Scandinavia. such drawings are meant to start a discussion, not fighting This is what is reflected in most of the answers given by the Norwegians in that they all didnt anticipate the level of response that they got. But many feel that there shouldnt have been any sort of apology and that the Norwegian embassies should not have been burnt. As Truls says Diplomacy goes before everything to solve problems. Religious leaders who are ignorant and are lacking in knowledge should be replaced. Whereas those present in the chilly areas of Finland hadnt seen it through newspapers since it was never published in any paper. But they did get to see it through the internet sites. Most of them didnt even care enough to respond well and showed no real signs of interest or wanted to raise their voices. As teemu from Finland says An apology is an easy thing to do, especially if it solves problems this big. Even if they didnt mean to cause this, you still apologies. Usually you apologies someone when you accidentally step on their foot or something. That was the extent of their level of co-operation. So we see that from the study undertaken that the people werent really interested in knowing what was happening, most of them in Denmark hadnt even seen it in the papers. But many would have gone out of their way to gain some more insight into the whole ordeal. Many of the youth that I spoke to didnt know what the big fuss was about the drawings and some of the youth in Norway even thought it was like a war between Christians and Muslims. (In their own words: Islam world vs. Western world) To an extent it would see arrogant to us the way they responded but as mentioned, they didnt even feel the need to apologize. The newspapers were clearly advocating the freedom of speech and they paraded those values of theirs which they think actually symbolizes Scandinavia. Many of the newspapers in Denmark and Norway felt that they hadnt done much wrong and that the Muslims were overreacting to the whole issue. Another important note would be that the papers had actually apologized for their work and extended an apology as well, but the Muslims didnt seem to care too much as they wanted the governments to say sorry for the work of a newspaper. If the drawings were indeed meant to induce a discussion then why is it being used to induce violence in people? France and Germany / Liberal Reactions: The liberal defends the right to speech, the right to freedom, the right to the freedom of expression above all others. Personal or collective offense is subjective and of lesser importance than the right to air discourse that could degenerate to an offensive level. Benjamin Franklin once said that societies willing to give up little freedoms for a little more security deserve neither freedom nor security. Monday, February 13, 2006 Police fired tear gas and baton-charged about 7,000 students protesting the Prophet Mohammed cartoons on Monday in northwestern Pakistan. The crowd threw stones at Edwards College, breaking windows and causing other damages at the prestigious school founded by Christian missionaries during British colonial rule. The article claimed that the Muslims were angry because Islamic tradition bars any depiction of the prophet. Under Pakistani laws, insulting the prophet or Islams holy book, the Quran, can be punished with the death sentence. Thursday, February 16, 2006 Tens of thousands of Pakistani Islamists wielding sticks and waving green flags rallied in Karachi against cartoons of Prophet Mohammad on Thursday, the latest in a wave of protests in which five people have died. Saturday, February 18, 2006 At least 11 people died when Libyan police opened fire on demonstrators attempting to storm an Italian consulate during a protest against the caricatures of the Prophet Mohammed, Italian state television reported. Dozens were injured in the protest outside the Italian consulate in Benghazi, reports said on Friday. All the victims reportedly were Libyans. Sunday, February 19, 2006 Pakistani authorities arrested more than 100 activists of Islamic Jamaat-e- Islami (JI) and put its chief under house arrest ahead of an anti-cartoon demonstration. The Times of India more or less covered the violent protests that have rocked many parts of the world after the cartoons were reprinted in newspapers in several countries. They have focused mainly on Pakistan, the country which is largely dominated by Muslim population, followers of Islam. The articles have been solely matter of fact, stating incidences how they have occurred. There have been subtle expressions of sentiments, like the TOI has covered mostly the riots and the arrests of Islamic activists in Pakistan. Hindustan Times February 10, 2006 The Hindustan Times were deeply alarmed at the repercussions of the publication in Denmark several months ago of insulting caricatures of the Prophet Mohammed and their subsequent re-publication by some other European newspapers and at the violent acts in reaction to them. They stated that anguish in the Muslim world is shared by all individuals and communities who recognize the sensitivity of religious belief. February 11, 2006 It talked about the latest religion vs. freedom of expression controversy: the fuss over the Danish cartoons that featured the Prophet Mohammed. Vir Sanghvi said do statements that cause religious offence fall in the same category? To argue that they do, we would have to prove that they caused damage to the safety of the religious faith (the national security parallel) or that they affected the way the faith was perceived by society, or even lowered its standing. It gave us a whole idea about how the problem occurred, who was responsible and who instigated the whole process. It gives us both sides of the problems, framing it as mere as a Danish author wanting to publish it in her book. The Far-East and South-East Asia Major Newspapers in China/Hong Kong The China Daily is an English-language daily newspaper published in the Peoples Republic of China. The Communist Party of China-controlled state-run publication has the widest print circulation (200,000 per issue) among Englishlanguage newspapers in the country.
